SynopsisKennedy speaks to the nation, giving a detailed breakdown of the need for a general defense buildup to meet the Soviet threat. He calls for an increase of a total of 217,000 men for the armed services and an increase in expenditures of $3,457,000,000 total with $207,000,000 for civil defense and $1,800,000,000 for nonnuclear weapons, ammunition, and equipment.

General LeMay's 12 July appeal for retention of the B-52 and B-58 production levels and for an increase in B-70 program funding is not reflected here.
